    DEPP LAB PROJECT

    The DEPP Lab project is a twenty-two (22) months project being implemented by the AIM-DEPP Lab Consortium whose objective is to increase preparedness and resilience of disaster-prone communities in Garissa and Marsabit counties of Kenya by drawing on their deep knowledge of pastoralist communities.

    The Consortium will undertake activities to meet the objective by utilizing the Consortium members’ in house experience in managing labs and proven innovation methodology. The project will build up communities’ capacities to identify and evaluate the risks related to natural disasters and innovative mitigation measures to address these gaps.

    The Consortium will identify and reinforce existing disaster coping mechanisms and refine new contingency measures emerging from the target communities. The Consortium will also ensure participation of rural communities at the village level rather than focus on urban issues, as an innovation labs need to.

    POSITION SUMMARY

    The main purpose of the position is to provide technical support in the Finance Department through financial reporting, internal control management and administrative support.

    SPECIFIC ROLES AND RESPONSIBILITIES

    Finance Roles

    · Capturing all financial transactions in a timely and accurate manner for the purpose of generating management and donor reports.

    · Processing payments while ensuring adherence to minimum compliance requirements by Adeso and the donor.

    · Ensuring the internal controls within the computerized accounting systems are safeguarded and working well

    · Allocation of expenses to the relevant programs and department.

    · Tracking the employee advances on monthly basis and following up on the recovery process or management action

    · Undertaking monthly closeout procedures such as bank accounts reconciliations etc.

    · Undertaking reconciliation of all balanced sheet items periodically and ensure that all the accounts are kept current and all reconciling items identified and reconciled.

    · Preparing monthly management accounts, BVAs and periodic donor financial reports as per Adeso and donor reporting guidelines

    · Managing the fixed assets register and all accounting requirements in the assets management e.g. reconciliation of assets with the accounting system records.

    · Ensuring that fund requests are received, reviewed, analysed and disbursed within the given timeframe.

    · Supporting the Senior Finance Officer in the preparation of annual financial statements and timely completion of annual audits.

    · Supporting all Adeso program and non-program audits.

    · Supporting in staff orientation on Adeso financial guidelines and requirements in order to implement activities and execute budgets accordingly.

    Administrative Role:

    · Contributing to the establishment and maintenance of a harmonious working environment; while strengthening team-building by encouraging active participation and interaction at all levels.

    · Managing and supervising Finance interns, assigning tasks accordingly

    · Filing statutory deductions in a timely manner with the relevant authorities.

    · Ensuring systematic filing of all supporting documentation for the project.

    · Supporting HR with the staff payroll and ensuring its accuracy.

    · Performing appraisals for Finance Department interns and volunteers

    · Attending meetings related to areas of responsibility.

    · Providing recommendations to the SMT on improving Adeso’s Financial, Administrative or Management procedures

    · Any other duties that are not specifically stated above but will necessarily come within the framework of your operation shall be assigned to you from time to time by your immediate supervisor.

    SKILLS AND QUALIFICATIONS

    · Bachelor’s of Commerce (Accounting/Finance) or Business Administration

    · CPA (K)

    · Excellent knowledge of Computer software – Microsoft Excel required. Knowledge of Serenic Navigator or other accounting software an added advantage

    · Knowledge of donor rules and regulations required

    SPECIFIC ROLES AND RESPONSIBILITIES

    · Leading in preparing financial reports in a timely and accurate manner and providing the Head of Finance with this information for stakeholder use.

    · Ensuring that internal controls within the computerized accounting systems are safeguarded and working properly.

    · Ensuring all financial documents from the field are posted in a timely and accurate manner for the purpose of generating grant and national office financial reports.

    · Responsible for managing the fixed assets register and all accounting requirements in the assets management e.g. reconciliation of assets with the Accounting system records.

    · Reviewing all payments in line with the laid down policies and procedures before approval of payment is done.

    · Generating financial analyses based on the monthly financial reports and providing guidance to the Head of Finance on major accounting issues that require redress.

    · Ensuring that fund requests are received, reviewed, analyzed and disbursed within the given timeframe.

    · Ensuring that all statutory payments are made on time as required by law.

    · Periodically reviewing the balance sheet accounts and ensuring they are kept current and can be easily identified and reconciled.

    · Ensuring that accounting system routine run efficiently and any issues of concern brought the attention of the Acting Head of Finance and Operations for action.

    · Reviewing bank reconciliations and ensuring that they are prepared each month as per the Finance procedures.

    · Regularly tracking employee advances and following up the recovery process or management action.

    · Designing financial analysis tools that can generate financial information for decision making based on the Accounting database.

    · Backing up accounting data from the accounting system on a monthly basis and securing it as per laid down guidelines.

    POSITION SUMMARY

    DEPP Lab Program Manager will be responsible for the overall project management, implementation and overseeing of the project. The Project Manager will manage and coordinate project team in Garissa and Marsabit by providing urgent assistance to the drought hit poorest and most vulnerable households in the regions while urgently identify the urgent needs of the communities through assessments and baseline surveys and provide the necessary information to the Adeso Senior Management Team for action.

    He/she will oversee the planning and implementation of the activities and ensure that objectives are achieved and that appropriate quality, functioning and assistance is established and maintained for setting up policies, strategies and laws to comply with international conventions and standards. The Program Manager will also provide adequate and timely technical guidance, supervision, capacity building and management support to the staff and actors involved in the project.

    S/He will report to the Project Director, through physical meetings, e-mails, telephone calls and periodic reports as required.

    The DEPP Lab Manager will also be responsible for organizing and coordinating office operations and procedures in order to ensure organizational effectiveness and efficiency. He/she will be responsible to oversee all Project implemented in the county/region and act as DEPP lab consortium’s focal point for all programmatic and office issues related to the region.

    POSITION PURPOSE

    · To define the project’s objectives and oversee quality control throughout the project life cycle.

    · To acquire resources and coordinate the efforts of team members and third-party participants in order to deliver the project expected results.

    · To manage, coordinate, deliver and report to Project Director and Senior Management on project’s operations status in Garissa and Marsabit respectively while holding responsibility for successful project implementation and delivery.

    · To establish, build and lead the development of a cohesive appropriate project environment in-line with Adeso country and regional strategies as well as project objectives.

    · To work as part of Adeso Management Team in refining, developing and improving program approaches and systems, supporting the Project Director to build and deliver the most effective and sustainable development interventions.

    · Harmonizing and coordinating the activities throughout the project period.

    · Overall responsibility for day to day management and performance of area office.

    SPECIFIC ROLES AND RESPONSIBILITIES

    · Field implementation of the DEPP Lab at the field level, particularly in Garissa and Marsabit counties.

    · Establishment and field management of the DEPP Lab Project.

    · Ensuring strict compliance of HR, Finance and Operations policies, procedures and relevant donor regulations.

    · Managing the DEPP Lab project budget and monitoring expenditure according to approved budgets.

    · In liaison with the Project Director, produce and update job descriptions for the recruitment of new staff, participating in recruitment, staff inductions, line management and de-briefing as per Adeso policies.

    · Documenting lessons learnt from project activities, supporting communications officer with relevant materials as required.

    · Organizing and facilitating training for all staff and partners on technical components of the project (cash based transfers, employment creation, conflict mitigation and M&E).

    · Managing the project staff, including Project Officers, Project Assistants and Finance and Administration Officer and other local staff as required and appropriate.

    · Overseeing project budget and ensuring budget is strictly adhered to and all supporting documentation for expenses are properly completed and sent to Nairobi as per required donor guidelines and schedule.

    · Compiling monthly internal reports to the Nairobi office and donor reports as per contract.

    · Ensuring implementation of the proper utilization of tools and integrating them into the project activities.

    · Work collaboratively with staff, interns, community, stakeholders and participants to strengthen program components.

    · Any other duties as required within the level and authority of this position.

    SKILLS AND QUALIFICATIONS

    · Bachelor’s degree in Economics or related livelihood fields coupled with strong academic background and professional experience in ICT.

    · Minimum of three (3) years relevant experience.

    · Strong project management experience is essential, including experience in proposal writing, strong M&E skills, budget management and financial monitoring and donor reporting.

    · Excellent knowledge of and experience with humanitarian guidelines, sphere standards and principles;

    · Experience in budget management and knowledge of financial procedures required.

    · Ability to multi-task, meets short deadlines and effectively handle stressful situations.

    · Excellent verbal and written communication skills. Fluency in English is essential (Fluency in Somali and Borana languages is an added advantage).

    · Strong interpersonal skills and ability to establish, motivate and maintain effective working relations with the project team and other field staff.

    · Proven ability to lead and work effectively with others to achieve the desired results.

    · Proficiency in computer applications such as word processing, spreadsheets, power point, etc.

    · Ability to live and work in an isolated area in conditions of limited comfort.

    PROJECT SUMMARY

    Cholera Water, Sanitation and Hygiene (CWASH) Project by Adeso intends to reduce the vulnerability of 60,600 people to water and sanitation related diseases through developing and strengthening the capacity of communities to prevent cholera outbreaks, development and rehabilitation of safe water points, promotion and construction of latrines and intensive BCC campaigns to promote positive hygiene and social behavior.

    CWASH is a one year project that will help strengthen the capacity of communities in Jubek state, Aweil West and Aweil North to prevent cholera disease outbreaks. This will be through enhancing capacity of communities in Juba, Aweil West and Aweil North Counties to respond and prevent cholera disease outbreak.

    The project also intends to increase access of 10,100 households to safe drinking water thus making them have an increased access to sustainable safe water.

    Adeso utilized its experience in the region to train 40 female and 20 male hygiene promoters on hygiene-focusing on hand washing with soap or ash at 5 critical times; safe water handling (collection, transportation, storage and treatment; toilet use and maintenance and solid waste management for vector control.

    The project will strategically focus on training more women and will collaborate with other actors on the ground working in different sectors such as health, education, as well as private commercial actors to leverage different contacts and entry points into the communities.

    Hygiene promoters will lead focus group discussions, make house-to-house visits, engage in dialogue at water points and discuss hygiene messages on local radio station programs. Local leaders will also be invited to speak on local radio to reinforce hygiene messages.

    OBJECTIVE OF THE ASSIGNMENT

    The main objective of the assessment will be to determine the extent to which programme interventions met specified objectives by assessing the extent to which needs assessment, response analysis, intervention strategies, accountability, monitoring and evaluation did help-as set by Adeso and QRC considering level of appropriateness in the target areas-both in Juba and Northern Bahr el gazal.

    The monitoring and evaluation reports of the project have demonstrated that the intervention has had different outcomes on targeted beneficiaries and on the local economy and that the project generally has met its set activity implementation threshold.

    This final evaluation of the project will provide an opportunity to determine whether interventions provided a viable and effective means of addressing recovery efforts, chronic widespread WASH problems such as communicable diseases outbreaks in an extremely volatile context of South Sudan.

    The final evaluation will also help Adeso and QRC to understand the impact of CWASH project among the target population ad it’s expected to determine the necessary stakeholder information in order to confirm the communities in the payams that will be massively engaged to understand impact of CWASH using different methodologies.

    METHODOLOGY

    The final evaluation will be conducted by an external consultant who has got the final decision regarding methodology with the help of the project team. In this regard the consultant shall provide Adeso with an inception report, containing an overview of their understanding of the assignment, time schedule, planned activities, suggested methods and potential interviewees as well as how they perceive to present preliminary and final results to be approved by Adeso programme development and quality (PDQU) team and the country program team.

    With the facilitation of Adeso and QRC programme teams, develop a participatory design where the main project stakeholders will be involved to give their input and views in the assessment process. The data collection tools to be used should capture crosscutting issues particularly gender, environment, governance and accountability, to the extent possible.

    The tools developed will be pre-tested to ensure that enumerators and the study population alike have the same understanding of the evaluation topics, and revised based on identified shortcomings. This also includes translation of the study tools into local language(s) where necessary.

    In order to provide a comprehensive analysis of the project it is expected to use a balanced range of qualitative and quantitative methods of data collection.

    The consultant will be responsible for developing and presenting the evaluation results working closely CWASH team.

    DELIVERABLES

    1. Inception Report to be reviewed by Adeso CWASH project team: includes initial work plan and proposal for the baseline survey outlining the proposed methodology, survey tools, process of data collection and analysis as well as final set of data-collection tools for all indicators in the log frame.

    2. Draft report of the evaluation for the feedback and comments from Adeso CWASH Project staff.

    3. Presentation on the main findings of the evaluation at field level project teams, community representatives and local admiration. Similar presentation for the program staff based at the HQ including programme development and quality team.

    4. Final report (three hard copies and a soft copy on CD ROM) in English not exceeding a length of 30 pages (excluding annexes).

    5. Summary version of the final report to be shared with Adeso senior management team.

    CONSULTANCY PERIOD

    The consultancy will be for twenty (20) days inclusive of travel days.

    QUALIFICATION PROFILE

    · Postgraduate degree in Water Engineering, Public Health or relevant social science field.

    · At least seven years of hands on experience in conducting evaluations especially WASH related programs.

    · Strong background in monitoring and evaluation techniques.

    · Familiar with the context in South Sudan.

    · Experience in developing and implementing gender sensitive baseline methodologies in WASH interventions.

    · Ability to analyze complex WASH systems.

    · Good knowledge and experience in survey design, implementation of surveys and statistical data analysis.

    · Knowledge of South Sudan people, culture and the South Sudan political dynamics is an advantage.

    · Previous experience doing similar assignment with Adeso is also an added advantage.

    DEPP LAB PROJECT

    The DEPP Lab project is a 22 months project being implemented by the AIM-DEPP Lab Consortium whose objective is to increase preparedness and resilience of disaster-prone communities in Garissa and Marsabit counties of Kenya by drawing on their deep knowledge of pastoralist.

    The Consortium will undertake activities to meet the objective by utilizing the Consortium members’ in house experience in managing labs and proven innovation methodology as well as experience in disaster management. The project will build up communities’ capacities to identify and evaluate the risks related to natural disasters and innovative mitigation measures to address these gaps.

    The Consortium will identify and reinforce existing disaster coping mechanisms and refine new contingency measures emerging from the target communities. The Consortium will also ensure participation of rural communities at the village level rather than focus on urban issues, as an innovation labs need to.

    POSITION SUMMARY

    In the context of organizational growth, the DEPP Project Director will be expected to take the DEPP Project Consortium from the project output level to the overall program output level through a results framework process of impact determination.     ABOUT THE NEAR NETWORK

    Adeso together with other local and national NGOs have come together to form a global network which was launched in May 2016 at the World Humanitarian Summit in Istanbul, Turkey. The network, NEAR (Network for Empowered Aid Response), is a movement of local organizations with a bold ambition - to reshape the top-down humanitarian and development system to one that is locally driven and owned, and is built around equitable, dignified and accountable partnerships.

    CONTEXT

    The overall objective of the research is to apply tools and mechanisms identified through previous NEAR research to improve access to financial resources for local actors in Somalia. This consultant will support NEAR to move forward with its commitment to a national pooled funding mechanisms managed by local and national organizations to meet the 25 % direct resource flow to local NGOs by 2020 as per the Grand Bargain target.

    The existing UN pooled funds at country level should be made more accessible to local and national NGOs with 80% earmarked for local and national actors. The World Humanitarian Summit Global Consultation's summary report, also endorsed the creation of a SNGO managed pooled fund to increase direct finance to local actors. The consultant will provide expertise to the Somali government and civil society in the same country to establish a pooled fund.

    1.Provide technical assistance to NEAR, Adeso and the Government in establishing an independent Islamic Social Financing Fund for Somalia

    · Work on validating the ISF model in the report and its relevance in Somalia

    PROJECT SUMMARY

    The Mobile Non-Formal Education (MNFE) Project seeks to enhance access to education for nomadic children aged 13-18 years in Marsabit County who are not currently enrolled in any formal schooling.

    The Senior Project Officer will be responsible for the overall management and implementation of the MNFE Project, including liaising with donors, coordinating with the Ministry of Education and other stakeholders, building relationships with partners, and communicating to staff and donors.

    A key aspect of the Senior Project Officer’s role will be to review the design of the current 18 months project in view of developing a theory of change and a design that would contribute to developing a high quality, innovative project for the next phase.

    SPECIFIC ROLES AND RESPONSIBILITIES

    · Providing technical support to the MNFE Project in delivering outlined interventions aimed at increasing access, improving quality of learning, retention, and completion and transition rates for children in non-formal settings in Marsabit County.

    · S/he will facilitate the identification of the unique challenges facing the education of children from nomadic/pastoralist communities and with the support of the Senior Education Specialist, develop a raft of effective interventions aimed at providing quality education to large numbers of pastoralist children in Marsabit County, enhancing the retention and completion for those children enrolled in the MNFE program and paying particular attention to the education of girl children in the province.

    · Ensuring systematic monitoring of learner achievements (with a focus on core subject instruction) and documentation of both partner and core team program activities and interventions.

    · Facilitating relevant operational research whose outcome informs improvements in program design and/or policy influencing especially in relation to Non-Formal Education programs.

    · Developing and maintaining relationships with the Government of Kenya (particularly the Ministry of Education and the Ministry for the Development of Northern Kenya and Other Arid Lands), NGOs, media outlets, and other relevant partners in order to influence policies favorable to the education of marginalized children.

    · Facilitating discussions on the appropriateness of curricula following the outcome of learning assessments and shares action points and recommendations with relevant Ministry of Education departments.

    · Taking the lead in developing Adeso’s pastoral education programming policy advocacy agenda and ensuring MNFE tested models are reviewed by relevant Ministry of Education departments for possible adaption and replications.

    · Building positive and productive relations with implementing partners, Schools, targeted girls, and authorities at all levels.

    · Taking the lead in strengthening the project approach as the overarching non formal education strategy (that focuses on improving the quality of learning opportunities for non-traditional students) in order to enhance community support and ownership of education programs at the district/school levels; and ensuring that the MNFE designed innovative education programs and training packages are of high quality, effectively serve the specified target group, are developed in coordination with the DEPP Project and if necessary, facilitates further refinement of these innovations.

    · Supervising MNFE project staff, teachers and Community Education Committees (CECs).

    · Working collaboratively with staff, teachers, CECs and partners to strengthen the educational components of the project (e.g. pedagogical teacher training, vocational training curriculum development, etc.).

    · Developing teachers’ capacity to undertake regular learner assessments for identified subject areas in line with the principle of evidence-based programming.

    · Facilitating learning forums [such as exhibitions, show case events, workshops] in order to encourage innovation and creativity in the teaching/learning of MNFE supported centers.

    · In coordination with the Head of Programs, represent Adeso among local authorities, donors, international and national NGOs.

    · Representing the organization in forums and related coordination meetings to promote program approaches while ensuring good stewardship project resources.

    SKILLS AND QUALIFICATIONS

    ESSENTIAL

    · Masters of Education or related field.

    · At least 3 years of relevant NGO project management experience, preferably in education.

    · A minimum of 5 years’ work experience in education programs especially programs with a bias for pastoralist communities in Kenya.

    · Good understanding of the project cycle including the logical framework analysis (LFA) and Results Based Management (RBM).

    · Good understanding of the dynamics and complexities in the management of programs in pastoralist settings.

    DEPP LAB PROJECT

    The DEPP Lab project is a 22 months project being implemented by the AIM-DEPP Lab Consortium whose objective is to increase preparedness and resilience of disaster-prone communities in Garissa and Marsabit counties of Kenya by drawing on their deep knowledge of pastoralist.

    The Consortium will undertake activities to meet the objective by utilizing the Consortium members’ in house experience in managing labs and proven innovation methodology as well as experience in disaster management. The project will build up communities’ capacities to identify and evaluate the risks related to natural disasters and innovative mitigation measures to address these gaps.

    The Consortium will identify and reinforce existing disaster coping mechanisms and refine new contingency measures emerging from the target communities. The Consortium will also ensure participation of rural communities at the village level rather than focus on urban issues, as an innovation labs need to.

    POSITION SUMMARY

    In the context of organizational growth, the DEPP Business Development and Social Innovations Advisor (BDSI Advisor) will be expected to support innovators in the target communities.

    The BDSI Advisor will assist in ideation and prototype process of innovations and their suitability for development by the Labs.     · S/he will facilitate the identification of the unique challenges facing the education of children from nomadic/pastoralist communities and with the support of the Senior Education Specialist, develop a raft of effective interventions aimed at providing quality education to large numbers of pastoralist children in Marsabit County, enhancing the retention and completion for those children enrolled in the MNFE program and paying particular attention to the education of girl children in the province.

    · Ensuring systematic monitoring of learner achievements (with a focus on core subject instruction) and documentation of both partner and core team program activities and interventions.

    · Facilitating relevant operational research whose outcome informs improvements in program design and/or policy influencing especially in relation to Non-Formal Education programs.

    · Taking the lead in developing Adeso’s pastoral education programming policy advocacy agenda and ensuring MNFE tested models are reviewed by relevant Ministry of Education departments for possible adaption and replications.

    · Building positive and productive relations with implementing partners, Schools, targeted girls, and authorities at all levels.

    · Taking the lead in strengthening the project approach as the overarching non formal education strategy (that focuses on improving the quality of learning opportunities for non-traditional students) in order to enhance community support and ownership of education programs at the district/school levels; and ensuring that the MNFE designed innovative education programs and training packages are of high quality, effectively serve the specified target group, are developed in coordination with the DEPP Project and if necessary, facilitates further refinement of these innovations.

    · Supervising MNFE project staff, teachers and Community Education Committees (CECs).

    · Working collaboratively with staff, teachers, CECs and partners to strengthen the educational components of the project (e.g. pedagogical teacher training, vocational training curriculum development, etc.).

    · Developing teachers’ capacity to undertake regular learner assessments for identified subject areas in line with the principle of evidence-based programming.

    · Facilitating learning forums [such as exhibitions, show case events, workshops] in order to encourage innovation and creativity in the teaching/learning of MNFE supported centers.

    · In coordination with the Head of Programs, represent Adeso among local authorities, donors, international and national NGOs.

    · Representing the organization in forums and related coordination meetings to promote program approaches while ensuring good stewardship project resources.

    SKILLS AND QUALIFICATIONS

    ESSENTIAL

    · Masters of Education or related field.

    The consultant will develop standardized narratives, tables and diagrams. The narrative will be a summary of the theory of change that explains the overall logic, highlights major assumptions, and presents a compelling case as to how and why the initiative is expected to succeed. The narrative is expected to have four objectives in order to convey easily and quickly the primary focus for the work of NEAR, while helping NEAR communicate about this theory.

    1. A PowerPoint presentation explaining the pathway with diagrams and narrative explanations for the theory of change.

    2. Three days of workshop with the NEAR staff to clarify the concepts of theory of change

    3. A final report in English with the narrative and visualization materials and recommendations for the theory of change .The final product will be formatted such that it may be printed and distributed easily and should not exceed 20 pages without annexes. This be submitted to the NEAR Executive Director two weeks after the consultancy.

    CONTEXT

    One of the NEAR’s goals is to contribute to the international body of knowledge and dialogue regarding effective implementation of humanitarian programs. As such, it will aim to strengthen SNGOs’ capacity to research and publish evidence-based publications that provide support for direct funding of SNGOs in relief work and awareness about SNGOs’ contributions to the global humanitarian system.

    NEAR will work closely with think tanks and/or universities with research experience and international credibility to collaborate with southern research institutions to conduct a study on the work of local and national NGOs in three locations (Syria, Somalia, and either Nepal or South Sudan) and the financial flows to national actors. The proposed partnership between northern and southern organizations will provide an opportunity for the southern organizations to demonstrate capacity, learn, and increase their international recognition.

    This north-south collaboration among the researchers will bring various perspectives that will enhance the quality of the work to be produced.

    The results of this study will contribute significantly to the global humanitarian system’s body of evidence regarding the most effective means of implementing relief work. As such, NEAR will use the information to advocate for policy and programming changes at the international level. To support this work, the network will pursue publication of study results in peer reviewed literature, which helps establish the credibility of results, stimulate discussion, and spur ideas for further scientific investigation.

    OBJECTIVE OF THE RESEARCH

    · To strengthen SNGOs capacity to research and publish evidence-based publications that provide support for direct funding of SNGOs in humanitarian assistance and create awareness about their contribution to the global humanitarian system.

    · To understand the amount of funding both directly and indirectly that goes to local and national humanitarian actors from international NGO’s, UN agencies and the donor community in three countries: Syria, Somalia and either Nepal or South Sudan, over the course of one financial year, and to quantify the amount of funding by type (e.g. overheads, capacity development, etc.).

    · To analyze the type of partnership in place between the donor and the local actors as per the Principles of Partnership.

    · Strengthen the capacity of SNGOs to conduct research and publish evidence-based publications that provide support for direct funding of SNGO in relief work. To collaborate with southern research institutes.

    · It is important that this research study on financial aid flows not only fill existing gaps but is heavily focused on answering questions that are relevant to affected people first.

    · The research must also contribute to the growing body of evidence about the importance of shifting power and resources to affected communities and local organizations.

    · Applicants can apply for one, two, or all three of the countries and will be selected based on capacity and budget.

    SCOPE OF WORK

    1. Develop sound methodology for the research.

    2. Set up a reference group to ensure involvement of network members in design of the study, focusing on recent and long lasting emergencies where there have been large financial flows.

    3. Support national researchers in analysis of the funding context for local and national humanitarian actors in Syria, Somalia and either Nepal or South Sudan. (Consultants can choose to apply for one, two or three countries.)

Engage and support national researchers to engage with international NGO’s, UN agencies, and the donors based in Syria, Somalia and either Nepal or South Sudan, who are funding local and national humanitarian actors either directly or indirectly.     5. Engage and support national researchers to engage with local and national humanitarian actors who are getting and those not getting direct and indirect funding from UN agencies, international NGO’s and donors.

    6. Research and document the amount of work being done by local actors in monetary value and the geographical reach of the population in need compared to how much has been raised by the international community in the name of the affected communities.

    1. Carry out at least 5 studies (Feasibility, Baseline Survey, and Program Evaluation) to identify areas that need improvement.

    2. Provide recommendations on how to create a fiscal space that involves local actors and promotes local ownership, efficiency and increase local capacity to manage funding for humanitarian response work.

    3. Identify what have been the best practices and what are the barriers for donors to provide funding directly, and for local actors to access funding.

    4. Identify and analyze the different funding partnership modalities/mechanisms to local and national humanitarian actors in Syria, Somalia and either Nepal or South Sudan (e.g. available pooled funding modalities and national consortiums managing donor funding, etc.; consultants can choose to apply for one, two or three countries).

    SKILLS AND QUALIFICATIONS

    · Experience conducting summative evaluations of complex financial data; Demonstrable skills and experience in analyzing budgets expenditures and utilization at the national or regional and international level.

    · Technical understanding of humanitarian financing and current humanitarian financing debates.

    · Experience working with national and local organizations and actors.

    · Excellent analytical, writing and synthesis skills; writing in accessible format. Ideally, have familiarity with Oxfam and Oxfam’s evolving approach to policy and campaigning or similarly structured global social justice organizations.

    Adeso has been working with the Somalia Disaster Management Authority (SODMA) through technical support in the coordination of all stakeholders at Mogadishu level on the disasters management. Through this support, Adeso had facilitated the institutional capacity assessment and the development of the 3 years strategic framework through a consultative process. Under the current focus, Adeso will continue to support SODMA in the implementation process for the strategic framework, the development of the relevant policies and guidelines that will enable SODMA to fully materialize its strategic plan.

    POSITION SUMMARY

    The Humanitarian & Disaster Management Technical Advisor will be fully seconded to the Somalia Disasters Management Agencies (SODMA), and will provide the overall technical facilitation in the main pillars of the SODMA strategic plan at both federal an states levels- that include disaster preparedness, response and coordination, the early warning system and information management, disaster risk reduction and the regional coordination mechanism.

    The incumbent will lead the establishment of DMA focal points at the new states- Hirshabelle, South west, Galmudug and Jubaland. Specifically, the advisor will discuss and facilitate with the respective state governments on the appointment of DMA focal person and the roll out of DMA activities at state levels- including the adoption of DMA strategic framework, policies and rules of business through consultative process.

    SPECIFIC ROLES AND RESPONSIBILITIES

    · Provide technical support in the implementation of the SODMA strategic framework and the overall strategic vision in the management of disasters in Somalia.

    · Lead and institute a roadmap and enforcement mechanism for the Federal and Regional states Government agencies to take their rightful role in decision-making forums through leading the coordination in the management of the disasters in country level.

    · Lead the initial capacity assessment of the newly formed regional states Disaster Management Agencies and working towards addressing the gaps through institutional capacity strengthening, while coordinating internal and external assistance as appropriate.

    · Facilitate the establishment of DMA offices/focal persons in each new states - Hirshabelle, South, Galmudug through discussion with respective governments.

    · In liaison with SODMA and HADMA teams and Adeso DRR expert, facilitate initial capacity building for the new DMA persons on the DMA focus areas of early warning information management, disasters and coordination roles and the overall disaster management through roll out of DMA policies and strategic plans.

    · Lead the establishment of DMA led regular coordination’s forums with all stakeholders in all the target new states - liaise with UN OCHA and MOPIC in ensuring DMA focal persons take their roles and coordinate DMA issues at state levels.

    · Through the DMA units, facilitate government disaster/humanitarian agencies to enforce minimum operating procedures and standards for other actors that contribute to the management of disasters.

    · Provide expertise in the development/reviewing of regional and national strategic plans on disaster Management. Support the establishment of basic working framework for the new DMA focal persons (adopt already developed tools and guideline framework - SODMA, HADMA etc.)

    · Coordinate with the government ministries and existing forums e.g. Resilience programs, IGAD and the UN OCHA lead forums to formulate and disseminate an early warning system aim to improve preparedness and response to disasters.

    · Lead the Disaster Risk Reduction team and the development, harmonization of the policies and guidelines that provides conducive working framework for all actors.

    · Ensures the integration of cross-cutting issues, such as gender, HIV/AIDS, peace building, human right into the design and development of the disaster management guidelines and related interventions.

    · Through the state level DMAs, facilitate the development of annual work plans based on the DMA strategic framework and DMA policies with clear timeframe and milestones.

    · Promote information sharing and coordination with Government institutions, UN agencies, Local and International NGOs.

    · Participate any other Coordination forums that supports Somalia disaster management agencies at both national and federal government levels.

    SKILLS AND QUALIFICATIONS

    · Master’s Degree in Disaster Risk Management, Environment, Climate Change, Social Sciences, Public Administration, Management, International Relations or any other relevant field.

    · A minimum of 7 years’ experience in the fields of disaster risk reduction, environmental governance, organizational development and other relevant fields.

    The Pastoralist Youth Education Initiative (PYEI) forms the second phase of Adeso’s approach to enhance economic and social opportunities of marginalized pastoral children in Marsabit, Kenya through improved access to quality education. Taking a holistic approach, the PYEI is seeking to develop proof of concept, determine a viable and successful framework and improve MEL framework.

    BACKGROUND FOR CONSULTANCY

    Adeso launched the Mobile Non-Formal Education (MNFE) project to enhance access to quality education for 300 nomadic children aged 13 to 18 years (180 girls and 120 boys) in Marsabit County in Northern Kenya, who are not enrolled in any formal schooling.

    This initiative was a pilot program designed to explore alternative learning opportunities for non-traditional students especially targeting pastoral children and young girls. This initiative is being funded by Wellspring Advisors and there is the expectation that the consultant will both contribute and engage in the donor’s growing community of practice in this area of work.

    The PYEI framework will directly contribute to the four strategic educational priorities for Marsabit County i.e. nomadic education and enhancement of access, retention and equity in education services. Building on the lessons learnt (see impact section) the second phase of PYEI will focus on:

    · Improving education quality in the NFE centers

    · Providing pathways to funding sources for post primary education (secondary and vocational education)

    · Researching and putting in place strategies to aid transition, retention and improvement of learning outcomes for pastoralist children in secondary education.

    · Providing appropriate vocational skills.

    METHODOLOGY

    The consultant will have the final decision regarding the overall methodology. In this regard, the consultant shall provide Adeso with an inception report, containing an overview of their understanding of the assignment, time schedule, planned activities, suggested methods as well as preliminary results to be reviewed and approved by Adeso PYEI Project Team.

    The consultant will provide an analysis and discussion of facts and data within the assignment context. The literature will include among others: project documents and other existing literature and will be collected in advance and reviewed to get a better understanding of the PYEI Project and to sharpen the program design.

    Some of the documents considered mandatory for this review will include information County government and policy makers on non-formal education in the region, information from community key leaders and the general public, other agencies in the region and the administration. The project target areas have been clustered geographically into sub-counties which the consultant is expected to observe.

    With the facilitation of Project staff and Adeso Program Development Team, the consultant will develop a participatory work plan-framework where the main project stakeholders will be involved to give their input and views in the process. The overall process should ensure that crosscutting issues particularly gender, governance, environment and accountability to the extent possible are captured. Tools developed will be pre-tested to ensure those utilizing them and the targeted population alike have the same understanding of the main objective, and revised based on identified shortcomings. This also includes translation of the study tools into local language where necessary.

    SCOPE OF WORK

    Through the PYEI project is expected to build on the lessons learned from the MNFE project by innovating and adapting approaches to develop a sound proof of concept and determine a framework for our non-formal education approaches for pastoral communities. Therefore, consultant is expected to review the design of the MNFE & current PYEI to develop a proof of concept by exploring, identifying, adopting and integrating learning approaches in view of designing a high quality, innovative project for the next phase. The consultant is also expected to develop an M&E framework for the project.

    The consultant shall develop a field visit plan to be approved by the Head of Programs and the PYEI Project Team. The consultant will be required to visit the project areas and undertake real time process/intervention assessment that will help provide the project teams with implementation reviews with the aim of improving project implementation (improved programming).

    The consultant will be responsible for writing and presenting the overall report working closely with PYEI Project and Adeso PDQU Team. The report will document findings and provide a benchmark for measuring outcomes of project interventions.

    QUALIFICATIONS

    · Masters of Education or related field.

    · At least 5-10 years of relevant NGO project design, preferably in education. A minimum of 5 years’ work experience in education programs especially programs with a bias for pastoralist communities in Kenya.

    · Good understanding of the project cycle including the logical framework analysis (LFA) and Results Based Management (RBM).

    · Good understanding of the dynamics and complexities in the management of programs in pastoralist settings.

    · Ability to analyse information, evaluate options, and think and plan strategically.

    · Coaching, mentoring and capacity building skills.

    · Attention to detail and strong organization and planning skills.

    · Excellent verbal and written English.

    · Willing to travel regularly within remote areas.

    · Resident of Marsabit County preferred.

    · Sound knowledge of the education sector with a bias on literacy, numeracy, learning assessments and the policy context.

    · Direct experience with or some exposure to policy advocacy work.

    POSITION SUMMARY

    The WASH Project Manager will be the overall in charge of the implementation, monitoring, and coordination with the various stakeholders in the project areas. Specifically, the WASH Project Manager will provide technical guidance in the day-to-day implementation of the project activities, direct manage the project staff, and effectively engage the stakeholders and ensuring high quality delivery of the project activities.

    POSITION PURPOSE

    1. Provide technical and management support to the implementation of the WASH project.

    SPECIFIC ROLES AND RESPONSIBILITIES

    Provide Technical and Management Support to the Implementation of the WASH Project

    · The WASH Project Manager must ensure the project activities are implemented in accordance with the approved project documents-proposal, work plan, and the organization’s guidance in the program implementation

    · The WASH Project Manager will lead the WASH technical assessment, report development, the Bill of Quantities development in the implementation of the WASH activities.

    · The WASH Project Manager will provide technical guidance to the project team - Project Officers, Community Mobilizers, MEAL Officer on the standards required in the WASH activities implementation.

    · The WASH Project Manager will lead sites level construction supervision, technically supporting the contractors and ensuring the minimum standards are met in all the WASH activities.

    · The WASH Project Manager will lead the development of the project donor reporting, that is of high quality and the meets the project accountability requirement

    Directly Manage the Project Staff and Volunteers in the Day-to-day Delivery of the Project Activities

    · The manager will be the key senior person in the project area, and will manage both the project staff and the operation team.

    · Ensure there is fair, efficient and effective team management-specifically on the individual work management, staff welfare management, and the organization policies and procedures are well followed

    · Provide staff capacity development in WASH mainly, with on job training, coaching and supporting the project team in their day to day work management

    · Ensure there is strong team work, highly motivated and have sense of ownership

    · Ensure there is good working relation between the operation and direct project team-this mainly differentiating the roles, having effective communications and supportive work sharing

    Coordinate and Work With the Various Stakeholders in the Project

    · As the project focal person, have closer coordination with the area level stakeholder coordination mechanism- including the WASH cluster, government lead coordination, the UN OCHA lead coordination and the community level local coordination-ensuring the project activities are well coordinated with other responses, minimize overlapping and enhance complementarity

    · Ensure there is excellent community level engagement, for stronger participation, project ownership and sustainability at the project level.

    · Ensure Adeso operations in the area are coordination in all the forums- including the SWALIM lead assessment, inter agency assessment, ad hoc meeting and others as may arise.

    Other Requirements Include:

    · The WASH Project Manager will manage the project resources - including the budget, the project materials and the organizational assets.

    · Ensure effective project budget management - cash flow planning, budget monitoring and ensuring there is right use of the project budget.

    · Will be in charge of the operations in the project areas – ensuring staff safety and security, effective office management and the organization standards operating procedures are followed.

    SKILLS AND QUALIFICATIONS

    · Bachelor of Science degree in Water Engineering or any other related field.

    · At least 4 years of technical expertise and experience in WASH, water and civil works.

    · At least 3 years of experience in construction of WASH works in rural contexts, including construction of shallow wells, Berkads, borehole drilling and dams and other communal water sources.

    · Knowledge of SPHERE minimum standards and core humanitarian standards.

    · Working experience in the project areas are desirable.

    · Strong computer application skills and the appropriate WASH software.

    · A team player with good organizational and interpersonal skills.

    · Budget management skills required.

    · Good report writing skills required.

    · Somali speaking qualified candidate is preferred.
